WASHINGTON - States are hoping for the creation of health insurance exchange, the supermarkets, where millions of consumers waiting to subsidized private insurance under President Barack Obama's health reform lagging buy overhaul.Many States after a ruling by the Supreme Court, or even the election results in November, that key elements of the new law is repealed or revoked. But it will be too late to start working. With the first January 2013, the Obama administration will decide whether any state willing to run his own Exchange or whether the federal government ought to do the job instead.
Republican governors and state legislators are divided over the country. Some want to set up a rudimentary communication with limited functionality as a defensive tactic and not cede control to Washington. More conservative Republicans do not want to do anything.
After much wrangling and negotiations, the insurance exchange came as the centerpiece of the 2010 Health Care Law, crucial to the achievement of Obama's promise of affordable coverage for all Americans.
The issue was a major topic of discussion over the weekend at the winter meeting of the National Governors Association here, and it is expected to arrive until Monday, when governors meet with Obama at the White House.
Governor Dave Heineman of Nebraska, a Republican who is chairman of the Governors Association, said his country is not "default to the federal government." But he said, "it would be a costly mistake, spend millions of dollars of taxpayers' construction of a replacement before the Supreme Court issues its decision in a challenge to the health care law, which is expected in late June.
"Let's just wait," said Heinemann.
A handful of states, including California, Connecticut, Maryland, Oregon, Rhode Iceland, Vermont and Washington are moving at a brisk pace in order to establish the exchange.
In Washington, State Sen. Karen L. Keiser said, a Democrat, the chairman of the Senate Health Committee and a leader of the National Conference of State Legislatures' Health Committee is: "Since 2010, many states, the solid progress, such as Iowa and Maine , used to have, once again thwarted. Proponents, including Andrew M. Cuomo of New York governor, a Democrat, say the exchanges to purchase insurance will simplify and reduce costs through increased competition. Each exchange is a website where consumers and small businesses can compare insurance prices and benefits.

Tim J. Albrecht, a spokesman for Branstad, said: "This is simply untrue if Obamacare is imposed on the States, we will be ready, but no state legislation is needed this year..."
Wisconsin began planning an exchange last year as part of an Executive Order issued by Governor Scott Walker, a Republican. But he canceled his own order, and said last month, state officials to stop work on the stock exchange.
Florida, the court is at the forefront of challenging the new law by 26 states, has no obligation to set up an exchange rate mechanism and is "in a wait-and-see approach," said Jack McDermott, a spokesman for the Office of Florida insurance regulation.
Texas is also a hard line. "Gov. Rick Perry believes that the federal health law is unconstitutional, misguided and overreaching," said his spokeswoman, Lucy Nashed. "Because of that, there are no plans to implement an exchange in Texas."
In Michigan, Governor Rick Snyder, a Republican, has asked the legislature to create an exchange. But his request was in the Republican-run hotel, in the Speaker Jase Bolger says he wants to wait for the decision of the Supreme Court has stalled.
In Ohio, the Democrats have legislation introduced to create an exchange. But state Sen. Michael J. Skindell, the sponsor of the Senate bill, said that Governor John R.
